As I understand it, at around 24 weeks survival is fairly likely but have a highly disproportionate chance at severe disability with better outcomes the further along the pregnancy is. The ethics of that have to be weighed against the bodily autonomy of the pregnant person and their health. Because of that I can't really draw any hard line. I'm not a fan of autonomy as a place to draw the line on the basis that it would also deny the dignity and right to life for a number of other people. Consciousness I find much more comfortable drawing a framework around, but it's also worth noting defining it can be sticky. Is it when a fetus starts responding to external stimuli, when it's born and sees the massive surge in norepinephrine and disconnect from anaesthesia, or the later development of self -awareness? With the NSW legislation I dislike the reference to social circumstances as a reason to get rid of a fetus, given access to adoption services and government support. At that stage I'd rather keep it rigid to health reasons.

It wouldn't pass federally because there are poor states and municipalities with a low cost of living where a $15 minimum wage would cause an enormous amount of deadweight loss and hit small businesses really hard. Minimum wage @ $15 is also broadly popular in most states with over 60% support nationwide. I think it's more populism than an indication of Florida being left economically. Most of their other policy is pretty mainline conservative.
