Kiki has a gimmick where she can disrupt coven heads easily or people with sigils. The main issue is that she can use this on traitors, if she used it on Terra, she will be treated as traitor and kill her.
Kiki has actual magic though, and if she’s high up in the EC I think we can assume she’s quite powerful, and from what we’ve seen of her. Hunter can’t use magic naturally, so I think Kiki is stronger.

Kik didn't know she was fighting The Golden Guard in Hunting Palisman and Amity and Luz don't have sigils so there it is.
In hunting palismen, she was badly injured yet she was still aiming pretty accurately at Hunter with her magic, which we have seen her use. Controlling sigils isn’t her only magic.

Look I don't hate Kiki like some people do ( I actually kinda like her character don't @ me.) But like...what did you expect?
