Yeah sorta. Moreso, I like to frame things cinematicly; if I am yelling and firing a gun at a large creature in combat that is also screeching and flailing and stomping, it didn't make sense that the small amount of noise I would make walking to a different room was going to attract any more or less creatures. If a car's alarm is going off, the noise a leaf makes that falls on its windshield at the same time isn't going to affect how many people look at or don't look at the car.
Yes, the only time you do not roll for noise is if you play a card that says to not roll noise.
Even things like suppressive fire still require a noise roll.
Noise is where your character hears noise coming from, not you making noise btw. A lot of people get that confused and think it's weird.
